H.R. 1242 Resilience Project, Don Victor Mooney, President

H.R. 1242 Resilience Project, Inc. is coordinating a commemoration for the 400 Years of African American History Commission Act through the following activities. Don Victor Mooney was the first human to solo row from the coast of West Africa to Brooklyn, New York (United States) and the first African American to row across any ocean.


  1. Social Media initiative will sharing face's of resilience with hashtag #HR1242faces.
  2. Social media initiative highlighting Historically Black Colleges & Universities with hashtag #HBCUresilience
  3. Highlighting the resilience and contributions of African Americans to the United States and State of New York with the Resilience Awards at Brooklyn Bridge Park.
  4. At Brooklyn Bridge Park, a battery operated candle light vigil ceremony for the Africans and African Americans that worked on the Brooklyn waterfront, farmlands, estates, storage centers, and those who sought freedom aboard ships arriving in Brooklyn, along with the abolitionist and Native Americans that took bold steps to help the enslaved will be remembered. 
  5. Tell the Goree Challenge Story with unveiling H.R. 1242 Resilience Plaque's.
  6. Goree Challenge Story Book Release.
  7. Coordinate Harriet Tubman Awards for Social Justice.
  8. Deliver COVID-19 supplies to one African country.
  9. Deliver a time capsule in Africa to commemorate 400 years of African American History.

Harriet Tubman Waterway

The Virginia Inside Passage, the corridor for freedom along the Eastern shore of Delmarva Penisula, saw countless enslaved Africans take this route to emancipate themselves from the shackles of slavery. 


This will be a lasting tribute to a fearless woman, freedom fighter, an abolitionist who never gave up and to all those known and unkown that took this waterway . 


It is our prayful hope, that the U.S. Congress will establish the Harriet Tubman Waterway Act in commemoration of 400 Years of African American History
